Chicken dung trading area closed

ARMED with a permanent closure order, officials from the Business Permit and Licensing Office of La Trinidad finally shut down the operation of chicken dung trading in Sitio Tili, Barangay Shilan on June 5 operated by Nora Lagadeo.

“We are not singling

you out, the sale, disposal and storage of chicken dung in La Trinidad is prohibited,” the closure order adds.

During the implementa­tion, chicken dung traders remain adamant on the closure order. Lagadeo declared willingnes­s to pay and avail of the permit and argues the chicken dung trading area is within their claim at Acop,Tublay.

Moreover, the appellants seek for the chicken dung operation of Melecio Orig alias Takay to be also closed.

In the closure order received by Lagadaeo, the area engaged in the business of trading, storage and disposal of chicken dung is within La Trinidad as TCT NO. T-41203, the title of the land claim renting inside La Trinidad.

The assessor’s office of la Trinidad also confirmed the area is still within the town’s jurisdicti­on following the issuance of ARP No. 99-014-00321 (now ARP No. 2010-03-1401100).

“Even if we subscribe to your allegation that the area is within the disputed boundaries of La Trinidad and Tublay, this would not warrant you to sell, dispose and store chicken dun in a disputed area where La Trinidad has been exercising jurisdicti­on,” the mayor’s order reads.

While as to the place where Orig conducting his business is the municipali­ty of Tublay which is exercising regulatory powers over the traders in the area.

“Until such time that the issue on the political boundary of Tublay and La Trinidad is settled and Orig’s area is establishe­d to be within the territoria­l jurisdicti­on of La Trinidad, we cannot exercise regulatory powers in the area.”

Trading of chicken dung has been declared as public nuisance and was prohibited thru Administra­tive Order No. 008. S. 2010 including the disposal and storage of chicken dung.

In addition, Shilan Barangay Captain Jeffrey Maslag said the trading in the area was petitioned by the residents attributin­g the foul smell of the chicken dung.

Some 414 signatorie­s requested for the stoppage of chicken dung operation at the disputed boundaries of Barangay Shilan, La Trinidad and Barangay Caponga in the municipali­ty of Tublay.
