- Giovanni Galendez/MMSU intern

CONTRIBUTION of Parent Teacher Associations should not burden parents.

This was the content of the guidelines issued by the Department of Education to the different PTA in the Cordillera.

May Eclar, DepedCar regional director issued a Regional Memorandum No. 400, s. 2017 to address complaints of parents on collection of voluntary fees, contribution and donation by PTA and to reiterate the role of the PTA Affairs committee in monitoring programs and project.

In the memorandum, programs and projects will be exclusively for the benefit of the students and school where it operates in line with the School Improvement Plan (SIP). Such contributions will not cause undue financial burden to parents who are already struggling to send their children to school.

“The DepEd is aware of the need of the organization for adequate funds to sustain its operation. The PTA is allowed to collect voluntary financial contributions from its member to sustain its operation and implement its programs and projects,” said Eclar.

In the memo, school heads should ensure there will be no collection during enrolment and examination periods, and no teacher or any school personnel will be involved in such collection activities and no collection made by the students.

It adds collection of fees and contribution will start on August after the presentation of the report on the utilization of the previous school year’s collection, and the proposed budget with program activities, to the general assembly and the school head or principal.

The contribution will be in a reasonable amount agreed upon by majority members of the PTA.

Violation of all policies related to collection will be dealt with in accordance to DepEd Order No. 49, s 2006.
