Benguet police stays clean
AS PART of internal cleansing, the Internal Affairs Service of the Benguet Provincial Police Office have not recorded any personnel facing administrative charges except for two who now face
extortion charges at Camp Crame.
In the weekly radio program ‘Police Mo, Kaibigan Mo’ aired over DzEQ Radyo Pilipinas, Benguet PPO IAS Chief Police Superintendent Marcial Paclibon explained the police personnel of Benguet can be classified as disciplined officers of the organization.
“From January 2018 to present, we only have two personnel whose alleged extortion complaint is now being heard at Camp Crame,” Paclibon said.
The Internal Affairs Service of Philippine National Police (PNP) was created pursuant to Republic Act (RA) 8551 otherwise known as " The PNP Reform and Reorganization Act of 1998".
“The Internal Affairs Service of the PNP is envisioned to be a truly independent and impartial body, manned by God-centered and professional officers with its mandate to instill police discipline, enhance the delivery of police service and dispense justice,” he said.
An effective Internal Affairs Service is intended to aid the evolution of a well-disciplined, effective, efficient and service-oriented PNP.
“Benguet IAS provides policy direction in the conduct of provincial inspection, audit and investigation of PNP personnel and units and provides assistance and coordinative action to the national office in the conduct of such inspection and audit. It reviews existing rules and regulations, programs and operations of the PNP regional and provincial organization and submits reports and recommendations to the IG, IAS on the efficiency and effectiveness of the administrative programs and operations,” the Benguet IAS head stated.
The IAS reviews, evaluates and resolves resolution/recommendations of the Provincial/City/District IAS; within his jurisdiction, insures powers and functions of the Regional and Provincial IAS are effectively exercised and implemented including policy directions formulated by the Inspector General.
“It also represents the IG, IAS in regional conferences whenever his presence is required, submits reports to the Inspector General on all matters affecting the disposition of cases including the over - all performance of the region and province, and exercises administrative supervision of all regional IAS personnel,” Paclibon explained.
Meanwhile, Benguet IAS warned the public of the proliferation of fake IAS identification cards in the province and the region reported being sold to as high as P10,000.
“We would like to inform the public that no identification cards are being issued by IAS and should anyone be witness to such, please inform your nearest police station for the suspects to be arrested. The selling of such fake id’s is tantamount to estafa,” Paclibon added.
