Refurbished children’s playground gets failing mark
THE NEWLY installed play facilities at the Children’s Playground in Burnham Park got a failing mark from an irate Mayor Benjamin Magalong who inspected the project supposedly for turn-over to the city government through the City Environment and Parks Management Office.
Noting poor workmanship and deviation from the promised specifications, the mayor said he will not sign the project acceptance form and will not issue payment for the project which had a close to P9 million allotment.
Asst. CEPMO Officer Rhenan Diwas said the contractor promised to make alterations and offered to present a proposal for the adjustment work to the mayor for approval.
INCA Philippines Inc. installed five sets of play equipment with ground bases.
The mayor said the safety of the ground base is compromised as it was paved with concrete instead of cushion or rubberized material.
Diwas agreed that there were issues on workmanship as seen from the haphazard mounting of some of the equipment.
The implementation of the project programmed last year was almost suspended in consideration of the Burnham Park master development plan but was prosecuted just the same due to its exigency.
Not a few projects mostly infrastructure jobs had been rejected by the city in the past months for being defective since routine inspections by the mayor and City Administrator Bonifacio Dela Peña began as part of
the procedures for project acceptance and payment.
This is one way of ensuring that project specifications are met and the projects are not substandard.
