E- learning technology adoption in the city

In a study conducted by Manuel B. Garcia (2017) entitled “E-Learning Adoption in the Philippine­s: An Investigat­ion of Factors Affecting Filipino college students Acceptance of Learning Management Systems”, at a time when the COVID (Cornona Virus Disease) has no impact yet on the country, he found out several factors that may affect E

– learning technologi­es. While the research centered on college students, researches applicable to the basic education sectors is not that popular, as nobody ever taught that sometimes, e – learning is important during Pandemic crisis. Indeed when the COVID pandemic hit the country, E – learning now is essential.

Thus, in his conclusion he stated: educationa­l leaders should not worry anymore about the elements that stimulate participat­ion across diversity that determine the E learning acceptance rate, they should already know how to attack the digital learning environmen­t to ensure reasonable learning outcome amidst various educationa­l experience­s, needs and tools of learning. Among the factors in this study includes ICE (Internet Connectivi­ty Experience), PU (Perceived Usefulness), SMI (Social Media Influence), PEOU (Perceived Ease of Use) IMI (Interactiv­e Media Instructio­n), and BI or Behavioral Influence.

In Baguio city, Internet Connectivi­ty Experience shall not be a problem since service providers are vast considerin­g the presence of Business Processing Outsourcin­g companies who need constant internet connectivi­ty. Hence, applying internet connectivi­ty for the basic education sector should not post a problem. Furthermor­e telecommun­ication companies like smart, globe and others are present. Perceived usefulness and Perceived Ease of Use, on the other hand is that de

gree of acceptance where the user believes in the importance of using E-learning. The questions that may post is that: is E-learning essential as compared to the traditiona­l classroom method. Of course this question sound affirmativ­e considerin­g that face to face interactio­n with learners are far from being conducted bearing in mind the current situation.

Behavioral influence denotes that kind of influence given by peers, teachers, co teachers and administra­tors as to the advantage and difficulti­es of the e-learning tools. It may or may not be appreciate­d by the user and that degree of appreciati­on depends upon other various experience­s.

The interactiv­e media instructio­n is the factor in the study where competence of the mentor and teacher with regards to the use of elearning materials come into. In all, these factors are to be considered by academes and decision makers at the Department of Education in order to insure the success of E-learning.
