Dad sets out – of – school youth monitoring

OUT – of – school youth in Baguio City will be monitored.

Councilor Vladimir Cayabas said an inventory of youth is needed to assess possible spike of OSY at this time.

“Coordinati­on between the Department of Education (DepEd) and barangay is needed for inventory of youth (active learners and

OSY). Being aware of the number of OSYs, DepEd and LGU can come up with proactive measures like scholarshi­p or better ALS Program to make sure that there's active implementa­tion of EFA or Educ4All,”

Cayabas added.

Previously, Cayabas asked private universiti­es, colleges, and schools and learning institutio­ns to defer school fee increases for 2020 – 2021, fearing an increase in

school drop outs.

“We provide them scholarshi­p for skills training or formal Education. They became OSYs for four possible reasons: lack of financial support, lack of interest, early marriage, and family issues,” added Cayabas explaining possible interventi­on to be given OYS when needed.

Cayabas added quality of education should be monitored as the new mode of learning was launched to conform to new normal in the time of the pandemic.

“For assurance of quality education delivery that coordinati­on between DepEd and school board with Parents and Teachers Associatio­n participat­ion is needed. Requiring a regular progress report is also needed from DepEd Quality Assurance Team to be submitted to the LGU through School Board,” the alderman said.
