Complaint filed VS COA director

City Mayor Oscar Moreno’s chief antagonist William Guialani is filing yet another complaint, this time against the regional director of the Commission on Audit (COA).

Guialani wants the COA to release the supposed documents that would show no irregularity in Moreno’s issuance of the P79 million worth of checks.

Guialani said, the COA should release the documents which include audit and observation memorandum, notice of suspension and disallowance, voucher check,

entries of book of accounts, entry check in the check book, entry in the disbursement book, and the appropriation ordinance, which are proofs that the checks issued were not irregular.

“Ang akong gireklamo, na dili kaya iprovide sa regional director sa COA ang documents, kay sa akong pagkabalo, kinahanglan sa 2015, kani siya available na ni nga mga documents, kay considered cleared naman kini na mga transactions,” he said.

“Kung cleared, asa man ni? I want them to release the documents because the public should know kung asa nipadulong ang kwarta, katungod kana sa katawhan na makahibalo,” he added.

Guialani said he is submitting his complaint before the COA Commissioner’s Office in Manila against COA-10 regional director Celso Vocal.

The issue stems from a letter from the Malacanang, directing the mayor to submit within 15 days from receipt of the letter, his verified answer for releasing 8 checks worth P79 million in favor of Moreno.

According to letter, there were no records and substantial disbursement of the checks, which involved the banks: Philippine Postal Savings Bank, Philippines Veterans Bank, Land Bank of the Philippines-Velez, and the Development Bank of the Philippines.

But in an interview, lawyer Dale Mordeno, head of Moreno’s legal counsel, said the matter has already been investigated by the Commission on Audit in 2015, following a complaint sent by Clemente Atoc, to the Office of the Ombudsman.

Mordeno said the COA had already proven that these checks are “regular transactions”.

He added that the P79 million was spent to PhilHealth, one of Moreno’s priority programs.

But Guialani said Mordeno is “misleading the public with lies”, pointing out that, if the amount is indeed issued for PhilHealth, the checks should be issued in the name of PhilHealth and not in favor of Moreno.

“Nganung sa iya man ngalan gi issue ug dili man sa PhilHealth, makaduda gayud,” he added.

Mordeno, for his part, said they will submit their reply to the Malacanang, anytime this week.
