State workers to get another pay hike in January
THE government has allotted P24 billion for the third tranche of salary increase that will be released to the estimated 1.2 million government employees starting January next year.
In a press conference Wednesday, November 22, Budget Secretary Benjamin Diokno said the adjustment will be given to all civilian workers in the executive, legislative and judicial branches; constitutional commissions and offices; and state universities and colleges.
Also included in the compensation adjustment scheme are the government-owned and controlled corporations (GOCCs) covered by the Compensation and Position Classification System (CPCS) under Republic Act No. 6758, as amended; all positions for salaried local government units; and all positions for barangay personnel paid a monthly honoraria, he said.
"Government workers, aside from increased basic salary, will continue
to receive standard allowances and benefits, such as mid-year and a year-end bonus, each equal to one month basic salary, cash gift, and the Productivity Enhancement Incentive,” Diokno said.
Not covered by the Salary Standardization Law, which provides four tranches of adjustments, are government agencies, including GOCCs, that are exempted from R.A. No. 6758, as amended, GOCCs covered by the CPCS established by the Governance Commission for GOCCs (GCG) and approved by the President and those hired “without employer-employee relationship” and funded from non-personnel services appropriations.
The first tranche was released in 2016, under the Benigno Aquino III administration, while the second tranche was given this year. The third will be released in January and the fourth tranche in 2019.
For the military and uniformed personnel, Diokno said a draft Joint Resolution for the increase in their base pay was endorsed by the executive branch to Senate President Aquilino Pimentel III and House Speaker Pantaleon Alvarez.
Congressional approval will pave the way for the increase in base pay of all military personnel of the Department of National Defense and uniformed personnel of the Department of Interior and Local Government, the Philippine Coast Guard, and the National Mapping and Resource Information Authority, he said.
If approved before the end of this year, the higher base pay for the military and police will be released also in January next year. SunStar Philippines
