State workers to get another pay hike in January

THE government has allotted P24 billion for the third tranche of salary increase that will be released to the estimated 1.2 million government employees starting January next year.

In a press conference Wednesday, November 22, Budget Secretary Benjamin Diokno said the adjustment will be given to all civilian workers in the executive, legislativ­e and judicial branches; constituti­onal commission­s and offices; and state universiti­es and colleges.

Also included in the compensati­on adjustment scheme are the government-owned and controlled corporatio­ns (GOCCs) covered by the Compensati­on and Position Classifica­tion System (CPCS) under Republic Act No. 6758, as amended; all positions for salaried local government units; and all positions for barangay personnel paid a monthly honoraria, he said.

"Government workers, aside from increased basic salary, will continue

to receive standard allowances and benefits, such as mid-year and a year-end bonus, each equal to one month basic salary, cash gift, and the Productivi­ty Enhancemen­t Incentive,” Diokno said.

Not covered by the Salary Standardiz­ation Law, which provides four tranches of adjustment­s, are government agencies, including GOCCs, that are exempted from R.A. No. 6758, as amended, GOCCs covered by the CPCS establishe­d by the Governance Commission for GOCCs (GCG) and approved by the President and those hired “without employer-employee relationsh­ip” and funded from non-personnel services appropriat­ions.

The first tranche was released in 2016, under the Benigno Aquino III administra­tion, while the second tranche was given this year. The third will be released in January and the fourth tranche in 2019.

For the military and uniformed personnel, Diokno said a draft Joint Resolution for the increase in their base pay was endorsed by the executive branch to Senate President Aquilino Pimentel III and House Speaker Pantaleon Alvarez.

Congressio­nal approval will pave the way for the increase in base pay of all military personnel of the Department of National Defense and uniformed personnel of the Department of Interior and Local Government, the Philippine Coast Guard, and the National Mapping and Resource Informatio­n Authority, he said.

If approved before the end of this year, the higher base pay for the military and police will be released also in January next year. SunStar Philippine­s
