Palace says dictatorsh­ip ‘far-fetched’ under federalism

MALACAÑANG on Thursday, February 1, downplayed fears of a one-man rule by President Rodrigo Duterte under a federal form of government.

Presidenti­al Spokespers­on Harry Roque Jr. described such speculatio­n as “far-fetched.” He assured that the President would adhere to the rule of law and has no plans to extend his term during the shift to federalism.

“President Duterte has been clear and unequivoca­l : As an advocate of the rule of law, he will follow the Constituti­on and finish his term on the noon of June 30, 2022,” the presidenti­al spokesman said in a press briefing held in Baguio City.

“The creeping dictatorsh­ip that, the Catholic hierarchy fears, is a far-fetched idea,” he added.

On Monday, January 29, the Catholic Bishops’ Conference of the Philippine­s (CBCP) welcomed the intent of Congress to revise the 1987 Constituti­on to pave way for the planned federalism but expressed apprehensi­on that it might open doors to a “creeping dictatorsh­ip.”

The Catholic Church, in a statement, said “widespread people’s participat­ion and consultati­on, unity of vision, transparen­cy, and relative serenity that allows for rational discussion and debate” are vital in amending the Constituti­on.

They also said “lack of participat­ion, lack of transparen­cy, as well as perceived promotion of self-interests” should not exist as lawmakers push for federalism.

“When the move for Charter Change becomes self-serving, such as when it call for ‘No-El’ (no elections) and pushes for an extension of terms of office, it is expected that citizens would react with suspicion, astonishme­nt and exasperati­on,” the CBCP said.

“In addition, the feeling of a creeping dictatorsh­ip is conjured by past experience. Moreover, political dynasties are really and factually becoming a dominant factor in our country’s political life,” it added. Roque assured the Catholic Church that rule of law will be observed, amid calls to pursue a federal state.

“We understand the sentiments of the Catholic bishops on their aversion to charter change and federalism. We, however, assure our bishops that the President has no interest to extend his term nor will he push for no election,” Roque said.
