Dads approve Comprehens­ive Children’s Welfare Code of 2018

REPEALING Ordinance No. 10536-2007, the City Council headed by Vice Mayor Raineir Joaquin V. Uy approved the Cagayan de Oro City Comprehens­ive Children’s Welfare Code of 2018.

Councilor Reuben Daba, chair of the committee on social services, explained that the 2007 ordinance, which was authored by Councilor Ian Mark Nacaya needs to be upgraded.

He said several provisions were added to strengthen the ordinance.

The code requires the birth registrati­on of children in need of Special Protection, the establishm­ent of a Child Minding Center in every commercial center, industry, school and other working places to be operated and maintained by the city government or the respective management, among others.

Councilor Daba, author of the 2018 code, said it provides restrictio­n for children 15 years old and below, to roam, wander around, stand-by or loiter around market places, restaurant­s cafes, bars, nightclubs, cocktail lounges, massage clinics, beer house, discothequ­e joints or saloons, cabarets or liquor stores, gambling places, plazas, parks, recreation halls, billboard halls, parlors, bowling alleys, theater lobbies, sidewalks, hotels and all similar establishm­ents after 10:00 p.m. and before 5:00 a.m. except on the eve of the town fiesta, Charter Day and other local holidays of the city. The ordinance also prevents children from procuring and/or trying the vice of smoking either regular or electronic cigarettes, among others. Councilor Nacaya is the co-author of the ordinance.
