Oca worried about Duterte-Trillanes squabble

City Mayor Oscar Moreno said he hopes “cooler heads will prevail” amid the debate on the legality of President Rodrigo Duterte’s revocation of Senator Antonio Trillanes IV amnesty.

“I hope that there will not be a stalemate, walay deadlock unta I hope kay medyo delikado, we hope cooler heads will prevail,” Moreno said.

The mayor said he worries that the current squabble might affect the peace and harmony between the Executive and Legislative departments.

He said he can only hope that this does not exacerbate the situation of Mindanao.

“I hope this will not exacerbate our situation especially sa Mindanao, naa pa naman threats sa security. Unta naay peaceful resolution of this stalemate and deadlock,” he added.

Moreno said what he understands is that, what Duterte revoked was not the amnesty but the presidential proclamation or the order that provided the amnesty to the senator.

“I haven’t read the revocation, but I think ang premise is the amnesty never really took place. I don’t know unsay basis, it would seem to me nga there was no consummated amnesty, the proclamation was done, but the process was not completed. And since there was no amnesty, wala mahitabo ang effects of amnesty,” he said.

Trillanes can however exhaust all the legal remedies available, the mayor said, including invoking double jeopardy, a procedural defense that prevents an accused person from being tried again on the same charges and on the same facts, following a valid acquittal or conviction.
