Alleged drug user killed in Kinasang-an attack

AN alleged drug user, who reportedly refused to cooperate in the police anti-illegal drug campaign Oplan Tokhang, was gunned down in his house in Rainbow Village, Barangay Kinasang-an, Cebu City yesterday morning.

In a separate attack, an electrician of the Department of Public Services (DPS) was also killed in front of his youngest daughter and wife last Friday evening.

In the Kinasang-an killing, Fritz Michael Tiu, 35, was on his way to a comfort room when an unidentified man shot him twice at 5 p.m.

Tiu’s neighbors heard the gunshots, but discovered the killing only at 6 p.m. when they checked on the victim and saw him lying lifeless.

“Adik ako huwag ninyo akong tularan (I’m an addict, don’t follow me),” was found written on a bond paper that was placed beside his body.

According to the investigation conducted by the Pardo Police Station, Tiu, an allegedly known drug user in the area, was a subject of the Oplan Tokhang program, but he reportedly avoided the authorities.

The Oplan Tokhang is the Philippine National Police’s flagship program where the police knock on the doors of suspected users and pushers to ask them to quit their involvement with the illegal drug trade.

Before the attack happened, a man reportedly visited the area several times and asked around about the victim’s whereabouts.

Meanwhile, Rodrigo Daclan, 56, an electrician, was shot several times in his body while he was traveling with his wife and daughter in Sitio Kabarang, Barangay Sapangdaku, Cebu City at 6 p.m.

Daclan was assigned in the DPS Street Lighting Division.

The victim’s daughter, 13, said that a man, who was wearing a mask, a black jacket and black pants, pointed a gun at them while they were on their way home from her school.

The man then shot Daclan when the latter stopped his motorcycle. Daclan died from multiple gunshot wounds.

After shooting Daclan, the man escaped by walking toward a dark, shrubbery portion in the area.

Police recovered five empty shells and one magazine loaded with seven live bullets from a 9mm pistol.

Police said that the victim’s wife was still hesitant to share investigators vital information about her husband’s death.

However, she said that a personal grudge may be the motive in the killing of her husband. JOB
