700 Uber units to get permits for Christmas
Provisional permit effective from Dec. 15 to Jan. 29: LTFRB
THE Land Transportation Franchising and Regulatory Board (LTFRB) will grant provisional authority (PA) to more than 700 applications for Uber operations between Dec. 15, 2016 and Jan. 31, 2017.
LTFRB 7 Director Ahmed Cuizon said the PA will be granted if the applicants have complied with all the requirements in Department Order 2015-011.
Cuizon said that under review are more than 700 applications that were filed from Sept. 7, 2016 and earlier.
The new LTFRB Board, composed of Chairman Martin Delgra III and Members Ronaldo Corpus and Aileen Lourdes Lizada, issued Memorandum Circular 2016-012 suspending the acceptance of applications for transport network vehicle service (TNVS) nationwide effective Sept. 8, 2016.
The suspension is necessary “pending review of existing policies, and other relevant and pressing issues regarding the issuance of franchise to TNVS.”
Requirements
Cuizon said that once an Uber applicant has complied with the requirements, the PA to be issued is only good for 45 days.
“I have already received the verbal order of Chairman Delgra to grant PAs to qualified Uber applicants. If 400 of the more than 700 Uber applicants will qualify, then I will issue 400 PAs,” Cuizon said.
There are ten requirements for applicants to be issued a PA. The first five are five copies of verified applications, photocopy of proof of Filipino citizenship/articles of incorporation, photocopy of proof of good standing with a transportation network company (TNC), photocopy of passenger insurance policy issued by the Board’s accredited insurance providers, and list of TNVS drivers and TNVS vehicles.

The other five are two copies of Operator’s Data Sheet with recent two-bytwo picture, accomplished copy of statement of financial capability form and proofs of entries entered, income tax return filed with the Bureau of Internal Revenue (BIR) or BIR certificate of registration, certificate of business name issued by the Department of Trade and Industry (DTI), and location map of garage or address of operator.
The requirements for Uber drivers are proof of accreditation of the driver by the TNC, proof that the driver has a professional driver’s license, NBI clearance and police clearance.
Cuizon said that those who will be issued PAs during the Christmas season will help address the lack of taxi during this time.
Those who are operating Uber at present are considered colorum and may be apprehended by LTFRB and other law enforcement agencies.
