Cubacub Bry. Capt. Bihag apologized to Mayor Quisumbing for pointing a gun at 2 women

THE two women who Cubacub Barangay Captain Almario Bihag pointed a gun at two weeks ago filed an administra­tive complaint before the Mandaue City Council.

Bihag recently apologized to Mandaue Mayor Gabriel Luis Quisumbing after he was caught in a video holding a gun inside the Cubacub Gym in Purok 3 last Nov. 25.

Complainan­ts Winnie Sicad and Rolita Balane filed their complaint affidavit at the Sanggunian­g Panlungsod last Dec. 1.

During the City Council’s regular session last Wednesday, the complaint was referred to the committee on good governance chaired by Councilor Nenita Layese.

The incident happened during the Multi-Sectoral Governance Coalition (MSGC) election held in Cubacub Gym.

At that time, Sikad was seeking reelection as chairperso­n of MSGC, which is under the City’s Community Affairs Office (MAO), against Bihag’s father.

After Sikad was reelected, Bihag allegedly ordered the facilitato­r on the phone to stop the election.

Incident

In her affidavit, Balane, a job order employee assigned at the MAO, said her duty was to coordinate and assist the election of the MSGC for Cubacub.

Balane said she and her colleague, Consolacio­n Tampos, coordinate­d with Bihag with regards to the election of MSGC in the barangay.

“The date of the election was initially schedule on November 12, but Kap. Almario Bihag asked to reschedule the date of the election to November 25, 2016 since he will still be out-of-town for the initial schedule,” she said.

During the nomination for the Vice President, Sicad said Bihag came out from the back of the stage and angrily walked towards Balane while brandishin­g a .45 pistol.

“When Kap Bihag saw me taking video of what have transpired, he immediatel­y approached me while he was still holding his firearm. As he was walking towards me, his father tried to stop him, to no avail. He then grab my neck with his right hand while his left hand was pointing his pistol at me. As he was trying to grab my neck, I fell to (the) ground,” Sicad stated in her affidavit.

Apologized

In an interview, Vice Mayor Carlo Fortuna said Bihag will appear to the committee during the investigat­ion.

“The committee will recommend to the Council after their investigat­ion. The Council will adopt the recommenda­tion,” Fortuna said. Bihag apologized to the mayor. “When we talked to him few days ago, he apologized. I cannot divulged the details because the formal complaint was already filed before the City Council,” Quisumbing said.

He added that Bihag is willing to accept any penalties after what happened.
