Solving traffic congestion

- from Eric Vincent Carriaga

HERE are some suggestions to solve the the traffic, motorist, commuter and pedestrian congestion in Metro Manila and in other big cities in the country, or if not the entire archipelago:

Firstly, note that road use is the function of time and of the people that pass it. Breaking the time into four schemes will separate the use of the roads, public transport, terminals and others thus minimizing congestion at MRT stations, bus stops, traffic intersections, etc.;

At present, the standard for school, office and work (except for shifting personnel) is coming in at 8 a.m. and going out at 5 p.m. This is the main cause of congestion even at home, in dormitories, boarding houses, apartments and other dwellings.

If we can adjust time, or make it flexible, by breaking it into four groups then we can manage the rush of commuters/motorist in the morning and in the afternoon. The 7, 8, 9 and 10 scheme is highly recommended.

All K+12 school/ students should come in at 7 a.m. and go out at 4 p.m. All government employees should come in at 8 a.m. and go out at 5 p.m. All collegiate students should come in at 9 a.m. and out at 6 p.m. All private employees should come in at 10 a.m. and out at 7 p.m.

Another option includes K+12 students having Monday as first day of school while collegiate students should start Tuesday as first day of classes until Saturday. This needs only public consultation, meetings with the different sectors involved, ordinances, pilot implementation/ dry run and full implementation, if effective.

The advantage for all buses, taxis, PUJ/PUV, MRT, LRT, private vehicles and others due to lesser congestion at intersections is fuel savings, lesser travel time and less stress. This is doable and implementable, and everybody is happy.--
