Mayor files raps vs. security agency

CEBU City Mayor Tomas Osmeña has filed criminal charges against a security agency for allegedly under-declared gross sales for 2015.

Osmeña, through the City Legal Office, filed the complaint before the City Prosecutor’s Office for violations of the National Internal Revenue Code of the Philippine­s and the Revised Penal Code.

In its business permit applicatio­n form, the security agency declared a P14.2-million gross sales for 2015 when it reported P19.3 million in annual income tax return, the mayor said.

“Clearly, it cannot be denied that regardless of whether (the security agency) is using cash or accrual basis, it has indeed under-declared its gross sales for the year 2015,” said Osmeña in his complaint-affidavit.

He believes the agency falsified its applicatio­n for renewal of its business permit.

According to the City’s summary of all payments, the City was able to issue 26 checks to the agency amounting to P32 million for providing security guards at City Hall.

The same security agency provides security guards to the Cebu Port Authority (CPA), Cebu Normal University (CNU), Mactan-Cebu Internatio­nal Airport Authority (MCIAA), Metropolit­an Cebu Water District ( MCWD) and A.D. Gothong Manufactur­ing Corp.

CPA’s security services contract with the firm in 2015 was worth P36.6 million.

The agency also had a P3.7-million contract with CNU and a P29.4-million contract with MCIAA,

For MCWD, the agency’s contract totaled P43.4 million while their contract with A.D. Gothong amounted to P1.2 million.

The mayor said there were glaring discrepanc­ies in the agency’s gross sales.

Osmeña filed the complaint against the security agency on Jan. 4, the same day he filed a similar complaint against BDO Unibank, Inc.
