Cebu City hires Jomara anew

CH to spend close to P26 for this month’s garbage disposal Normal bidding process for garbage disposal for rest of the year to start soon

THE private service provider that hauled Cebu City’s garbage for several days last December will be hired again for a month after the City Council authorized Mayor Tomas Osmeña to spend close to P26 million for the emergency procurement of its garbage disposal.

Jomara Konstruct Corp. will take over the city’s garbage disposal starting today until Jan. 31 with the unit cost of P1,375 per ton of garbage that will be disposed.

The amount will include all charges, such as the use of Jomara’s equipment, transfer station, trucks and tipping fees, among others.

Following the process

The Department of Public Services has an approved budget of P121 million for garbage management this year.

Osmeña said that although he doesn’t want the City to undertake an emergency purchase what’s important is that they followed the process.

“Good but it might take a few days to process that. We’re in a hurry but the important thing is that we have the authority, that there is a process and we are following the process.

Not a shortcut,” he said.

When Jomara took over the city’s garbage disposal last month, a total of 5,523 tons of garbage were hauled and disposed.

While the emergency procurement of service is in effect until the end of the month, Francisco Fernandez, executive assistant to the mayor, said the executive will start the normal bidding process for garbage disposal for the rest of the year.

During the special session yesterday, Councilor Jose Daluz III said it’s important for the DPS to weigh the garbage Jomara hauls at the transfer station before it dumps this in a private landfill in Consolacion.

This will guarantee that the City is paying the right amount that is equivalent to the weight of garbage hauled, he said.

John Paul Gelasque, DPS assistant department head, told the council that garbage truck drivers usually weigh the garbage at the weighing station at the Inayawan Sanitary Landfill before dumping this at the transfer station.

When Jomara collects the garbage at the transfer station, Gelasque said, the garbage no longer needs to be weighed.

“The next weighing will be at the landfill already,” he said.

Because of it, the council said there is a need for DPS to assign personnel that will monitor the weighing of garbage.

Fernandez, for his part, assured that Daluz’s suggestion will be considered.
