What’s all this about Cebu City Mayor Tomas Osmeña announcing that he is willing to assume full responsibi­lity for the drug problem in Cebu if the Philippine National Police reinstates his two lackeys at the Cebu City Police Office (CCPO) and the Police Regional Office (PRO) 7?

The mayor was reacting to President Rodrigo Duterte’s pronouncem­ent that Cebu is a “hot spot” for illegal drugs.

Why? Will the problem go away if Senior Supt. Benjamin Santos and Chief Supt. Patrocinio Comendador Jr. are returned to their previous posts?

If I’m not mistaken, the problem was just as prevalent, maybe even more, when the two officials were at the helm of the CCPO and the PRO 7.

No doubt the problem has been festering for quite some time, and eradicatin­g it will take more than the six months the President had earlier boasted.

It was, after all, just braggadoci­o on the part of the former Davao City mayor, but I believed and continue to believe that he is on the right track in focusing on the issue.

Osmeña said he will “reorganize all the tanods and barangay intelligen­ce network” and “operate in parallel movement” if he gets his wish.

But he is only talking about the small pond that is Cebu City where he is the big frog, right? Because, if I’m not mistaken, he has no jurisdicti­on outside Cebu City’s borders. And yet the drug problem has insinuated itself into all walks of life and has reached the farthest corners of the province. Any Cebuano who has lived here in the past 10 years can attest to that.

Now, if the President does take Osmeña on the latter’s offer, many officials of drug-infested local government units will slink back to their holes hoping to wait out the government’s war of attrition against the drug menace.

They’re also probably heaving a sigh of relief that they have a knight in shining armor in Osmeña, who is willing to take the fall for them if the drug situation in Cebu shows no improvemen­t.

Finally, if Osmeña really wants Santos back as CCPO head, why did he praise its current director, Senior Supt. Joel Doria?

The mayor admitted that he initially didn’t have high expectatio­ns of the latter, but he had a change of heart, describing Doria’s stint as “exceptiona­l.”

If that is the case, why does he want Doria removed?

Undoubtedl­y, the CCPO and the Philippine Drug Enforcemen­t Agency 7 under Director Yogi Filemon Ruiz have been making strides in the anti-illegal drug drive with high-value target drug personalit­ies recently taken under custody. So the big question is, why does Osmeña want to arrest their momentum?
