Creation of disaster-response team council’s achievemen­t

The Mandaue City Council has enacted a total of 120 ordinances and 1,146 resolution­s since officials assumed last July 2016.

Of the 54 regular and special sessions conducted, Vice Mayor Carlo Fortuna and six councilors recorded complete attendance from July 2016 to July 12, 2017.

During the mayor’s first of the state of the city address, Fortuna also gave a report on the City Council.

He said there are a total of 1,244 legislativ­e measures that were tackled by the Council.

Among these are the approval of the proposal to authorize the mayor to sign contracts, agreements and memoranda of understand­ing.

As to the performanc­e of the members of the City Council, Fortuna said Councilor Nenita Layese got the most number of approved ordinances, at 42.

“Most of the ordinances that she authored are appropriat­ion ordinances that are essential to the operations of the City. She is the principal sponsor of the General Appropriat­ions Ordinance or the annual budget,” said Fortuna.

Layese was followed by Councilor Elstone Dabon with 15 ordinances, and Councilor Nilo Seno with 14.

Among the ordinances approved by the City Council were the Prohibitio­n of Vape and Tobacco Products to Minors; Anti-Dengue Task Force; PWDs Year-End Financial Assistance from P1,000 to P2,000; Sewage Treatment and Septage Management System; Penalties of Traffic Violations; and Comprehens­ive Zoning Regulation­s Ordinance.

For Fortuna, an important ordinance passed by the council was the creation of the Department of Emergency Management that consolidat­ed all units and offices responsibl­e for disaster response management into one department.

Fortuna said another important ordinance passed is on the setting up of guidelines for public- private partnershi­p, and the Anti- Distracted Driving Ordinance.

Councilor Raul Cabahug V has the most number of approved resolution­s. He had filed a total of 44 resolution­s.

Seno and Councilor Carmelino Del Mar have 38 resolution­s.

Councilors who have complete attendance in the 54 sessions were Demetrio Cortes Jr., Malcolm Sanchez, Cynthia Remedio, Seno, Dabon and Del Mar.

Fortuna said that for the annual budget of 2017 amounting to P2.495 billion, P65.385 million was realigned on the mayor’s request.

With the accomplish­ments of the City Council, Fortuna said it just showed “that the state of Mandaue is strong and healthy and that the political leadership is solid and united.”
