This was how Cebu City Mayor Tomas Osmeña described the recent feat of the University of Cebu (UC)-Main Campus after its graduates dominated the Oct. 2017 Naval Architect and Marine Engineerin­g board exam.

Osmeña said that producing one or two topnotcher­s may be considered a fluke, but having a clean-sweep is on a different level.

“You look at the pattern. It’s similar to developing an undisputed champion,” he said.

The City Council has also commended the school and the graduates for such “historical achievemen­t.”

Under the Topnotcher Incentive Ordinance, those who will rank first in board exams administer­ed by the Profession­al Regulatory Commission will get P50,000. Those who will rank second to fifth will receive P25,000, while those who ranked sixth to tenth will get P15,000.

A proposed amendatory ordinance by Councilor Mary Ann delos Santos that aims to include non-resident and non-voter topnotcher­s is also pending council approval.

In a letter to the council, lawyer Augustus Go, UC president, said he commends the measure. /
