CITY TO SACK EMPLOYEE FOR MOONLIGHTI­NG

Employee has allegedly registered his attendance at the Cebu City Transporta­tion Office while he drives for Uber.

Cebu City Mayor Tomas Osmeña wants to terminate a City Hall employee who also works as an Uber driver during office hours.

In his news conference last Monday, Osmeña said he received a report about the sideline of the employee, who is assigned in the Cebu City Transporta­tion Office (CCTO).

“He’s going to be terminated. My system is, especially if I appointed you and I hired you, you’re automatica­lly terminated (if I hear something bad about you) then you prove your innocence,” he said.

The same will also apply to those who will be found positive for illegal drug use during the surprise drug tests conducted by the City.

Lawyer Marie Velle Abella, chief of the Human Resource Developmen­t Office (HRDO), said that they will file an administra­tive complaint for dis- honesty against the employee before the Civil Service Commission (CSC) 7.

As part of due process, Abella said the employee will be asked to explain his side since he is a regular employee of the City.

“We talked this morning (yesterday) and he admitted that he is a driver of Uber,” Abella said.

Francisco Ouano, CCTO operations chief, said there are documents that will prove that the employee has registered his attendance at work even if he is physically absent in the office.

The employee has been working for the City for 19 years already.

Aside from their usual work in City Hall, Abella explained that the employees can do sidelines, provided that they secure an authority from the mayor, comply with the guidelines set by the CSC, and make sure that no government time is used. /
