Cities create order zones, eyes villages
All the laws and ordinances related to traffic, garbage segregation, curfew, among others, will be strictly enforced in the cities of Mandaue and Lapu-Lapu.
The Philippine National Police, in coordination with the local government units, launched the discipline zone program in Barangay Centro in Mandaue and Barangays Pajo, Pusok and Ibo in Lapu-Lapu.
The establishment of discipline zones is a program of the Police Regional Office (PRO) 7.
PRO 7 Director Jose Mario Espino earlier said that the program aims to ease traffic on major roads, and disallow mendicant vendors and illegal parking.
Ordinances that ban public smoking, jaywalking and littering will also be implemented.
In Lapu-Lapu City, the launch- ing of the discipline zones was simultaneously done in Pusok, Ibo and Pajo last Tuesday afternoon.
Members of the Lapu-Lapu City Police Office led by Supt. Elmer Lim, deputy city director for operations, together with the City Traffic Management System (CTMS) and City of Lapu-Lapu Allied Force, worked together in apprehending violators of traffic laws, removing the vendors from the sidewalks, and cleaning the streets during the launch.
Mayor Paz Radaza said these barangays were chosen as the pilot areas because they are noted for a good number of minors who are still seen in the public places even on wee hours.
In the past, some motorcycle drivers and backriders are without helmets in Lapu-Lapu City. This time, it would be different. Even those who are wearing sleeveless and slippers will be flagged down by the CTMS personnel.
“Atong gihingusgan nga ang mga barangays mapatuman nila ang balaud (We are doing everything so the barangays will really implement the law),” said Radaza.
The mayor is looking forward to making all the barangays discipline zones.
In Mandaue, City Mayor Ga- briel Luis Quisumbing and Senior Supt. Roberto Alanas, director of Mandaue City Police Office (MCPO), led the launching of the discipline zone at the MCPO headquarters last Friday.
Chief Insp. Mercy Villaro, spokesperson of MCPO, said the implementation of the discipline zone program in Centro will be under observation for four months. An evaluation will be compiled every week.
If there will be a positive result, the program will be implemented in other areas in Mandaue City.
“During the coordination meeting, one of those that was agreed was for Barangay Centro to be a pilot area kay naa man sad diha ang kasagaran sa mga tawo tungod sa merkado, mall, simbahan ug (because the crowds are there because it’s near the market, mall, church, and) city hall. Diha usab kasagaran mas makita ang kadaghanan sa mga di mosunod sa (It’s also where there are many who violate the) city ordinance,” said Villaro.
She said most of the violations that the people committed in Centro are jaywalking, illegal parking, littering and illegal structures. /
