The MOU, though, is not binding and exclusive, which means that the City can still accommodate other interested investors who will submit unsolicited proposals.
A Japanese and local consortium will soon start the pre-feasibility study of the proposed light rail transit (LRT) project in Metro Cebu.
Cebu City Mayor Tomas Osmeña and officials of Tranzen Group Inc. signed yesterday the memorandum of understanding (MOU) for the conduct of the project’s pre-feasibility study.
As proposed, the line 1 of the LRT project will traverse from the town of Consolacion to Mandaue City, Cebu City and Talisay City.
A separate MOU signing for the pre-feasibility study of the project will be conducted in the other three local government units.
In an interview, Osmeña said the proposed LRT project will complement the Cebu Bus Rapid Transit project.
“It will not be a conflict that’s why we are endorsing it. It’s an addition,” he said.
Under the MOU, the proponent will prepare a full-blown pre-feasibility study to complete its unsolicited proposal and conduct discussion and evaluation of
procurement financing schemes for the project.
Right after, the firm is then required to transfer the technology and present the study to the City Government for evaluation. The pre-feasibility study will be at no cost to the City.
The MOU is not binding and will not create any contract relationship between the two parties.
The agreement is also not exclusive,
which means that the City can still accommodate other interested investors who will submit their unsolicited proposals for the same kind of mass transport system.
The City will assist the proponent in field survey activities and orderly traffic management, securing data, coordinate its offices and provide assistance in the consultation of the barangays and stakeholders.
