Schools to receive P4M graduation fee subsidy from city government

Public elementary and secondary schools in Cebu City are set to receive a graduation fee subsidy amounting to P4 million from the City Government.

The Cebu City Council has authorized Mayor Tomas Osmeña to sign a memorandum of agreement (MOA) with the Department of Education (DepEd) Cebu City Division on the matter.

In an approved resolution, Councilor Joy Augustus Young said there is a need to sign a MOA for the implementa­tion of City Ordinance (CO) 2412.

The ordinance provides for a graduation fee subsidy to all public elementary and secondary schools in the city.

The subsidy is aimed at promoting the children’s right to education.

Young, deputy mayor for education, said the draft MOA has been reviewed by the City Legal Office.

A copy of the contract review dated Feb. 27 was submitted to the Local School Board and Scholarshi­p Office.

In the review, City Attorney Joseph Bernaldez said there is a need to execute a new MOA every year.

“The amount of graduation fee subsidy or the graduation expenses may vary or differ as well as the circumstan­ces taking into considerat­ion the name and number of graduates, and inflation, among others,” reads a portion of the report.

Under the MOA, DepEd is tasked to distribute the subsidy to all schools every first week of March.

DepEd shall also return any unused funds to the City Government through the City Treasurer’s Office.
