The DOTC and AMA Group Holdings attempted to present an LRT-MRT project for Cebu, but Mayor Osmeña said he would not endorse it until the study on the BRT was finished.

The World Bank set the baseline data for measuring how effective the BRT would be. For example, one of the indicators would be that travel time for BRT users, going from Ayala to Bulacao during peak hours, would be cut from 45 minutes to 35 minutes by 2020.

The Cebu BRT Project gained approval from the World Bank, which committed US$116 million for the project from the International Bank for Reconstruction and Development and $25 million from the Clean Technology Fund. The Philippine Government’s counterpart was set at $87.5 million, for a total project cost of $228.5 million.
