DILG TRAINS CITY’S NEW YOUTH LEADERS
The training is from May 17 to May 25, and is done in compliance with Republic Act 10742, the Sangguniang Kabataan Reform Act of 2015
The Department of Interior and Local Government Learning Resource Institute (DILG-LRI), in partnership with Cebu Institute of Technology University (CIT-U) and University of San Jose - Recoletos (USJR), is conducting a training for the newly elected Sangguniang Barangay (SK) officials.
The training is from May 17 to May 25, and is done in compliance with Republic Act 10742, the Sangguniang Kabataan Reform Act of 2015.
Around 640 SK chairpersons and councilors from 80 barangays of Cebu City attended the training, which has five modules — decentralization and local government, SK history, meetings and resolutions, planning and budgeting, and code of conduct and ethical standard for public officials and employees.
College of Management, Business and Accountancy Dean and CIT-U Project Manager of the SK Mandatory Training Dr. Alexander Franco Delantar said the training will provide the SK officers with skills to help them govern their constituents well.
“What we are doing now is to have an intervention to ensure that we do not commit mistakes of the past, so we provide the SK with competence so they will be able to govern with integrity. This is the purpose of the SK Mandatory Training,” Delantar said.
Speakers in different fields of expertise are tapped to share their knowledge on the five modules. The modules were produced by CIT-U.
“We produced the modules ourselves even if we are not tasked to do so. But the manuals are needed for the training; 4123 copies of the modules were produced worth P700,000,” Delantar said.
SK Chairman-Elect Jealyn Duyag of Barangay Cambinocot told Sun.star Cebu that the training is very informative.
Duyag said, “As a leader, first you must be well-informed about your deliverables. You should know your objectives.”
After the training, the oath-taking for the newly elected SK officials followed, led by Cebu City Mayor Tomas Osmeña.
Present in the training were officials from DILG, Emma Joyevelyn Calvo, Malou Boone, Socotto Botnia Salas, Gerlou Tibon, Emmanuel Pedralba, and Marven Ecarma.
“Ang SK karon di na duwa-duwa intawon. Naa na syay accountability. Transparent na ilang transactions sa barangay (The SK is not a joking matter. There’s accountability involved),” Calvo said.
“Kanang murag naa silay local autonomy ba, nga sila nay mohandle sa ilang finances. Kana, challenge na nila kay mo-undergo silag training. Kinsay mosugot mag treasurer nga way honorarium? At stake ka kay makiha ka They will handle their finances. It’s a challenge. Who would want to be a treasurer without honorarium)?” she added.
Delantar said, “When this new law came, we wanted to correct the mistakes of the past wherein the SKs were not skilled. They did not have the competence to become government officials. The second mistake was that they did not infuse themselves with the values of good governance.”
“We have adopted in our barangay a very political culture. We want to envision a barangay environment that is not aligned politically. But somehow over the years the barangay learned to be very political and now we’re teaching the SK not to be political,” he said. /
