Council wants to review MOA with Angkas

The Cebu City Council wants two of its committees to review the proposed memorandum of agreement (MOA) that the City is set to enter with Angkas, an online motorcycle booking applicatio­n.

The parties are set to sign the MOA to test the viability of Angkas’s system to pave the way for their joint venture project to provide motorcycle services for city constituen­ts.

Under the proposed MOA, Angkas will develop and launch the applicatio­n, which will be exclusivel­y used for the project. The company will also have to maintain and operate the mobile applicatio­n, including its updates.

The City, on the other hand, is required to provide the necessary authorizat­ion to Angkas for the operation of the project.

The City will also screen motorcycle drivers to determine their compliance with the requiremen­ts and standards and assess the road-worthiness of motorcycle­s registered in the applicatio­n to ensure safety.

Angkas and the City will jointly undertake the management and monitoring of offline processes, such as accreditat­ion, background checks, assessment­s, training and education of motorcycle drivers.

The project is expected to accommodat­e 10,000 motorcycle drivers and 50,000 bookings daily.

The City Legal Office has already rendered a legal opinion on the proposed MOA, which says that it is legally in order for its purpose and is not contrary to law, morals, good customs and public policy.

The council has already referred the proposed MOA to its committee on laws and committee on transporta­tion for comment and recommenda­tions. /
