Mandaue City to streamline workforce, orders job-order employees not to report for work starting Monday as City Hall is still determining number of employees needed
Job-order workers of the Mandaue City Government were advised not to report to work starting this Monday until their appointment letters from the Human Resource and Management Office (HRMO) are signed.
In a memorandum, City Administrator Danilo Almendras told the workers that the HRMO is still determining the number of personnel needed in the different departments and offices.
Some 2,000 workers stand to be affected.
The order, though, does not include job-order workers assigned to the Traffic Enforcement Agency of Mandaue (TEAM), public markets, garbage collectors and metro aides under the Department of General Services (DGS).
“The HRMO is still preparing the appointments for the second semester of the year after determining the actual personnel requirements of each office or unit. In connection therewith, you are advised not report to your respective offices or units on Monday until such time you receive a copy of the appointment issued for the period of July 1 to Dec. 31, 2018,” the memorandum read.
In an interview with Superbalita Cebu, Almendras said the order is part of their efforts to streamline different departments in City Hall, particularly those that have numerous job-order workers.
“Until such time nga makadawat mo og kopya sa appointment, ayaw lang una og report kay basin wa mo maapil sa pagre-issue sa appointment unya nakaserbisyo na mo og trabaho,” Almendras said.
The renewal of the appointment will be based on the performance evaluation that the HRMO will conduct.
In the event that a job-order worker’s appointment is not renewed, Almendras said the department or office head may ask the HRMO and Mayor Luigi Quisumbing for reconsideration.
“The mayor said that if the appointment of a job worker is not renewed and the department head can vouch for the worker’s good performance, he will weigh everything,” he added.
