The Mandaue City Government has given a Chinese conglomera­te the go-signal to redevelop the property where the dilapidate­d Cebu Internatio­nal Convention Center sits idly. The “new property” will be called Infinite City.

The developmen­t of Mandaue City into an internatio­nal tourism attraction in Metro Cebu moved forward with the approval of Infinite City as an ordinance by the City Council yesterday.

Mandaue City Mayor Luigi Quisumbing and Justin Xiao, chief executive officer of the Millennium Pan Asia Hotel and Resort, Inc., earlier signed the concession agreement paving the way for the project constructi­on.

This was ratified by the Mandaue City Council during its session on July 4, 2018.

The consortium earlier presented an unsolicite­d proposal to build a tourism resort developmen­t project designed to attract 360,000 tourists annually to Mandaue City.

According to Xiao, “the resort will be known as Infinite City because of the infinite possibilit­ies it will bring, not only in terms of entertainm­ent and leisure but also for local tourism.

It will have two hotels, serviced apartments, a casino, an indoor theme park, cinemas, a pool garden, shopping centers, offices and a convention center.

The concession agreement covered by City Ordinance 142017-1159, also known as “An Act Enacting the Mandaue City Public-Private Partnershi­p for the People (P4) approach towards developmen­t,” grants Millennium the right to use, develop, and operate a tourism infrastruc­ture project.

The concession period of 50 years is renewable for another 25 years unless mutually agreed upon between the two parties.

“Mandaue City wants us to commence operations after 38 months. Millennium commits to complete the project facilities and ready for operation 50 months after constructi­on has begun,” the company’s statement read.
