Transfer of inmates

Gov. Hilario Davide III’s idea to transfer some of the inmates inside the Cebu Provincial Detention and Rehabilita­tion Center (CPDRC) to other jails is laudable. But sadly, there are also jails in some municipali­ties that are dealing with the same problem and which have also be addressed.

This I know because just recently my son was detained at the Balamban municipal jail for the charge of child abuse. For the few days my son was in jail before he got out on bail, I had the opportunit­y to observe the dire situation of the inmates there.

Just imagine having a room or a cell that can accommodat­e 30 inmates but which is now filled with more than 60 inmates. At night, these brothers of ours sleep by shifts. One half of them sleep on the cement floor with only card boards as mats. The other half remain standing waiting for their turn to sleep.

However, I have learned that the good mayor of Balamban is building another facility in the town to give these people a decent place to stay in. But until then, these inmates remain like animals in a cage.--Jose Goc-ong Hortelano of Biasong, Balamban, Cebu

Rainy season

I think some local government units missed out in preparing for the rainy season. Government officials should have dealt with the problem of flooding during the summer. But I think only few local government officials conceived of drainage projects and cleared the waterwats.

The Cebu City Government should have done this because the city is the one that is most prone to flash floods. But it looks like Mayor Tomas Osmeña is not focused on solving the drainage problem. Instead, he is using the city government’s money for other undertakin­gs.

That also should apply to other cities and municipali­ties. Some towns need to construct waterways in some areas in their jurisdicti­ons to prevent flooding.

Unfortunat­ely, government officials aren’t doing this during summer.
