CH, Angkas deal endorsed
Despite objections, the Cebu City Council’s committee on laws has endorsed the proposed memorandum of agreement (MOA) between Angkas, an online motorcycle booking application, and the City Government.
In a report, the committee said the proposed agreement is “in order and complies with basic requirements of a valid contract.”
However, before the committee report was approved during the legislative body’s regular session last week, Councilor Pastor Alcover Jr., questioned the matter since his resolution that seeks to regulate habal-habal (motorcycle taxi) operation in the city was not endorsed.
This prompted Vice Mayor Edgardo Labella to call for a vote on the report’s approval.
Alcover along with Councilors Jocelyn Pesquera and Eduardo Rama voted against it but nine
councilors voted for its passage. Four councilors abstained.
The deal between Angkas and the City seeks to test the viability of Angkas’ system to provide motorcycle service to the public.
Under the proposed MOA, Angkas will develop and launch the application that will be exclusively used for the project.
The company will also have to maintain and operate the mobile application including its updates.
The project is expected to accommodate 10,000 motorcycle drivers.
The City, on the other hand, is required to provide authorization to Angkas for the project implementation.
The City will also screen motorcycle drivers to determine their compliance with the requirements and standards, and assess the road-worthiness of motorcycles registered in the application to ensure public safety.
Angkas and the City will then jointly undertake the management and monitoring of offline processes such as accreditation, conducting of necessary background checks, assessments, training and education of motorcycle drivers. /
