Provincial assessor’s officials found to have illegally issued tax declaration in 2015
The Office of the Ombudsman-Visayas has suspended for nine months without pay two officials of the Cebu Provincial Assessor’s Office over the alleged unauthorized issuance of a tax declaration in 2015.
Rogie Fernandez, graft investigation and prosecution officer, found Assistant Provincial Assessor Mariflor Vero and Exuverancia Oliverio, Assessment Operations Evaluation Unit chief, administratively liable for conduct prejudicial to the best interest of the service.
“It is clear that respondents’ unauthorized approval and issuance of tax declaration despite non-issuance of a certificate authorizing registration (CAR) is in violation of the established law,” read part of Fernandez’s 14-page decision.
The case began with a complaint filed by Agripina Vasaya, who accused the respondents of grave misconduct and violation of Republic Act 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees.
Vasaya said that her father, Valeriano Dangculos, bought Lot 1444, which comprised 4,000 square meters, from an heir of Ambrosio Dangculos.
Lot 1444 was originally part of a 6,000-square-meter property under the name of Ambrosio, who was survived by his children Domingo, Otillo, and Virginia.
In April 1990, Domingo sold two-thirds or 4,000 square meters of their property to Vasaya’s father. Valeriano was issued tax declaration 01-41-10443 as a result of a revision of all tax declarations in Santander, Cebu.
