DAVAO TOPS RAPE CASES, NAGA ON CRIME RATE

Davao City has the fourth lowest crime rate during first half of 2018, next to Ormoc, Cotabato City, Puerto Princesa Davao City recorded 42 cases of rape from April to June 2018

Davao City, President Rodrigo Duterte’s hometown, logged the highest number of rape cases in the second quarter of 2018, the Philippine National Police (PNP) reported.

In terms of average monthly crime rate (AMCR) from January to July 2018, however, Naga City emerged as the city with the highest crime rate at 202.80 percent.

Davao City had the fourth lowest crime rate for the period, next to Ormoc City in Leyte, Cotabato City in Maguindana­o and Puerto Princesa in Palawan. Angeles City in Pampanga had the 5th lowest crime rate, the PNP reported.

The AMCR is the frequency of crime relative to the population of a locality over a certain period.

It includes index crime such as murder, rape, kidnapping, homicide and other serious offense against person or property as well as non-index crime which includes less serious offenses such as that of special prohibitio­ns and local ordinances.

Duterte has been boasting about his hometown being among the safest cities in the country and in the world.

According to the PNP-Directorat­e for Investigat­ion and Detective Management (DIDM), Naga is the number one city with the highest crime rate during the said period with a crime rate of 202.8 percent.

Naga was followed by Mandaue City in Cebu, with 169.49 percent; Pasay City with 141.84 percent; Iloilo with 139.24 percent; and Makati City with 130.74 percent.

Another set of data showed that Davao City recorded the most number of rape cases at 42 from April to June 2018.

Quezon City followed closely with 41 cases; Manila with 32; Cagayan de Oro with 24; and Zamboanga City with 21.

Earlier, Duterte tagged the Naga City, Vice-President Leni Robredo’s hometown and bailiwick as a “hotbed” of illegal drugs.

PNP Chief Oscar Albayalde said the PNP has no record which may show how much illegal drugs particular­ly methamphet­amine hydrochlor­ide (shabu) has been recovered in Naga City, but maintained that the Naga City was consistent­ly at the top five of the cities with highest crime volume which may have been the basis of Duterte’s statement. On Saturday, Aug. 25, Robredo presented data from the PNP showing that Naga City was 34th among the cities with the highest number of murder cases, 24th and 26th in homicide, 29th in rape, 11th in robbery, and 6th in theft.
