ISSUES THAT NEED TO BE RESOLVED. BEFORE THEY GET BURIED TOO IN THAT NAGA HILLSIDE.
1 Did Apo Land & Quarry Corp. have no mining activity in Tina-an, Naga City, where the landslide struck, as the firm has claimed? Was it purely an act of God?
2 MGB erred in declaring the cracks on the quarry site not critical. Was the clearance due to error, negligence, incompetence or undue influence?
Apo insists the firm has done no quarrying on the hillside in Tina-an, Naga City. But it vows to help victims' families, follow government decisions on operations and be transparent to the public. Promises it can start keeping with an explanation why many residents dispute Apo's claim it was not doing any quarry work there.
Naga City Hall waves the certification of Mines and Geosciences Bureau (MGB) that there was no imminent danger as the reason the mayor lifted its cease-and-desist order. Four MGB 7 officials were preventively relieved because of that.
That's supposed to cover asses for now. How the inquiry will be pursued will help ease the pain of victims’ families from loss of lives and destruction of homes. It can do more by digging out the contributory cause of government ineptness or corruption to the tragedy.
Test on government Government's capacity to respond to disasters will be put to a test again.
Temporary shelter is provided by the City and national agencies and hospitalized, burial and relocation to another site are promised. Its record is not exactly sterling in post-rescue/ retrieval work.
Performance after typhoons Yolanda and Ompong had not been satisfactory and were criticized.
