What is PhilSys?
The Philippine Identification System (PhilSys) is the government’s central identification platform for all citizens and resident aliens of the Philippines. The intention is to establish a single national identification system for all citizens and resident aliens of the Republic of the Philippines to ensure seamless delivery of service, improve government efficiency, enhance administrative governance, reduce corruption, curtail bureaucratic red tape, avert fraudulent transactions and misrepresentations, strengthen financial inclusion and promote ease of doing business.

How and where can one register?
One year after the effectivity of the PhilSys Act, every citizen or resident alien shall register personally in government registration centers, including PSA offices, Local Civil Registry Office, Government Service Insurance System, Social Security System, Philippine Health Insurance Corp., Home Development Mutual Fund, Commission on Elections, Philippine Postal Corp.
What are the requirements for registration?
One only needs to present a birth certificate and government-issued ID with photo.
Are there individuals exempted from securing an ID?
It is not mandatory to register for an ID but without it, one cannot avail himself or herself of government services and benefits. Transacting with government offices will also be difficult since the ID will be required.
What information shall be collected?
The information to be collected and stored under the PhilSys shall be limited to one’s full name, sex, date of birth, place of birth, blood type, address, citizenship, marital status (optional), mobile number (optional), e-mail address (optional), and biometric Information (front facing photo and full set of fingerprints)
Who will be prioritized?
National Capital Region, Cavite-Laguna-Batangas-Quezon and Cordillera Administrative Region and the pilot regions for registration. PSA will prioritize the registration of the poor, persons with disabilities, senior citizens, indigenous persons.
Is the national ID free of charge?
The government will not charge for the first registration and ID. But in case of loss and a need for replacement, certain fees will apply.
How can government ensure one’s privacy and security?
To address the concerns of the public on privacy and security, the PSA is collaborating heavily with the Council, especially National Privacy Commission and the Department of Information and Communications Technology. The PSA is also consulting external persons/groups for the development of the system.
