Capitol to lease ‘social welfare’ buildings to firms
TO GENERATE more income, the Cebu Provincial Government will open for lease two of its social welfare and development facilities to be used for private means.
Gov. Gwendolyn Garcia on Wednesday, Oct. 16, 2019, said the Capitol will open for bidding the Cebu Provincial Women and Children Development Center (CPWCDC) in Barangay Lahug, Cebu City and the Cebu Provincial Skills Training Center (CPSTC) in Barangay Inayagan, City of Naga.
“We will put that out for bid for anyone who would wish to operate it (for private means). That’s one of the things we’ve discussed in the Economic Enterprise Council,” she said.
The move is part of the Garcia administration’s economic enterprise program, which aims to generate higher revenues for the Capitol.
In her State of the Province Address last Oct. 12, 2019, Garcia said the Provincial Government will turn over the management of CPWCDC and the MyHome facility in Barangay Tayud, Consolacion to the Department of Social Welfare and Development (DSWD).
This move is expected to realize savings of P20 million for the Province.
In 2016, the Capitol inaugurated the P9.3 million CPWCDC to cater to women and children who are victims of any form of violence and exploitation in the province.
MyHome, on the other hand, was turned over by the Justice Peace and Integrity of Creation–Integrated Development Center, Inc. to the Province in 2015, to house children in conflict with the law (CICL) between the ages of 11-14 years old.
Meanwhile, the P16.3-million CPSTC was inaugurated last February as a joint project with Technical Education and Skills Development Authority (TESDA).
It was supposed to offer skills and vocational courses for residents in southern Cebu.
Garcia, though, said there was no need to operate a center for this purpose since there are now trainings for skills and vocational courses in the community.
As for MyHome, the governor said the 13 CICL that were housed in the facility were already sent home last September.
