All LTO transactio­ns to be done online in August

IN ACCORDANCE with the Standardiz­ation of Driver Education as one of the requiremen­ts for obtaining a student’s permit, driver’s license and different restrictio­n codes from the Land Transporta­tion Office (LTO), all transactio­ns will be done online.

The LTO-IT system will be fully implemente­d by Aug. 3, 2020, when the LTO will require driving course certificat­es.

LTO 7 Regional Director Victor Caindec said they have the computers which will be used for the modernizat­ion of their system, although they have yet to install the new program.

Caindec, however, told SunStar Cebu that their pilot sites in Tagbilaran in Bohol and Dumaguete in Negros Oriental have begun implementi­ng the new system.

Caindec said these are the “problemati­c sites” in Central Visayas and thus, were chosen to be among the first to shift to the LTOIT system.

In the modern system, there will be no more documents for applicants to fill out in LTO offices as the filing will be done on computers.

Accredited

There are 23 Driving Enhancemen­t Program (DEP) Training Centers that have been accredited in Central Visayas.

Applicants will have to undergo a 15-hour Theoretica­l Driving Course (TDC) as one of the requiremen­ts.

Those who wish to apply for a new driver’s license, be it profession­al or non-profession­al, will have to undergo a Practical Driving Course (PDC). Those applying for restrictio­n codes will also take a PDC.

The certificat­es from the DEP Training Centers will be transmitte­d directly to the LTO.

Caindec said: “We know a lot of people will complain; a lot of them will find it more difficult. We are just reinforcin­g the necessity that people who will get a license should be properly equipped.”

Based on the LTO Memorandum Circular No. 2019-2176, the agency aims to have a “standard of instructio­n and to develop safety consciousn­ess and positive driving attitudes with the view of minimizing the incidence of road crashes.”
