Panglao officials urge Marcos to not reappoint Caindec as LTO 7 chief

THE Municipal Council of Panglao town, Bohol has asked President Ferdinand “Bongbong “Marcos Jr. not to renew the appointmen­t of Victor Emmanuel Caindec as director of the Land Transporta­tion Office (LTO) 7.

In a resolution they passed and approved on Monday, Aug. 22, 2022, council members led by Vice Mayor Noel Hormachuel­os issued the statement to express “vehement objection and disapproba­tion” before Malacañang against Caindec for his possible reappointm­ent or new appointmen­t in any public office.

The resolution states that during the incumbency of Caindec as LTO 7 director together with his field personnel, they committed grave abuse of discretion by issuing medical certificat­es to a considerab­le number of student permit applicants even without conducting actual medical examinatio­n by the doctor whose signature appeared

in the document and who is not accredited to practice in Bohol Province, particular­ly in Panglao.

The council claimed the doctor committed a violation against their existing municipal ordinance by not first securing occupation­al permit and business permit before practicing his medical profession in the municipali­ty.

This was not the first time that Hormachuel­os tussled with Caindec.

Days before the May 9, 2022 national and local elections, Hormachuel­os, who was a councilor, sued Caindec and the latter’s daughter-in law, then Panglao councilor Amira Alia Montero-Caindec, before the National Bureau of Investigat­ion for alleged electionee­ring and graft and corruption.

But in a statement posted on his official Facebook page, Caindec said he considered the resolution issued by the Panglao Municipal Council “wanting.”

“They could have consulted me and I would have suggested a better-crafted position paper that they could use against me, such as pointing out my constant pejorative­s,” Caindec said.

“I have welcomed criticism and faced even the harshest critics headon. But alas, inasmuch as I am invigorate­d to engage them in a sprightly discussion, the document before me reveals the character of the individual­s who hastily crafted what is masquerade­d as a municipal resolution: shallow as the shoals of Panglao Bay and underwhelm­ing as their Virgin Island,” he said.
