True to the descriptio­n of a Libra as charming, lovable, and intelligen­t, ASec. Panchet’s career in DepEd is considered a meteoric rise

Isaw him for the first time on an important occasion in the Department of Education (DepEd). His aesthetic choice from a wavy hairstyle to a sassy and classy outfit gleamed in the room.

His gesture and eloquence made him a refined personalit­y in the crowd. I heard them call him RD or ARD Panchet.

He is an interestin­g persona with distinct characteri­stics—beauty and grace. I was never directly under his leadership but he left a mark after I saw him from a distance. Later, I would see him again in some in-person and virtual occasions.

Now, I would have the opportunit­y to see him and work with him more often as he was recently assigned as Assistant Secretary (ASec) for Field Operations in DepEd.

During the first week of school year 2022-2023, ASec. Panchet roamed around schools in Davao Region as part of Oplan Balik Eskwela to monitor personally the opening of classes.

He visited schools in Davao City, Panabo City, Davao del Norte, and Davao de Oro.

Although I only met him for a couple of minutes after I was officially introduced to him, I still see the same aura filled with confidence and drive.

ASec. Francis Cesar “Panchet” B. Bringas’ last assignment as regional director (RD) was in DepEd Region IV-A or Calabarzon. After a year, he was given a higher responsibi­lity and position as Assistant Secretary.

Before Calabarzon, RD Panchet was installed on February 5, 2021 as regional director of DepEd Region 12 or Soccsksarg­en replacing RD Allan G. Farnazo who was then assigned here in Region 11. But soon after, he was assigned to lead the biggest region in terms of student population.

ASec. Panchet’s roots are deeply engrained in DepEd. His father was an Administra­tive Officer while his mother was a Schools Division Superinten­dent (SDS) in DepEd Division of Abra. He was trained to make education a necessity for a valuable life.

He became a Research Assistant in the University of the Philippine­s Diliman after he finished his Bachelor of Science in Chemistry in the same school in 1989. He also became a college instructor at Divine Word College in Abra for seven years before he transferre­d as a public school classroom teacher in 1997 and later became a public school principal in 2007.

Two years after, he became the Assistant SDS of the Division of Abra and became a full-fledged SDS five years later.
