ISLAND GARDEN CITY OF SAMAL - To measure the reach and quality of basic public services of the local government of the Island Garden City of Samal (Igacos), the Department of Interior and Local Government (DILG) 11 conducted a Citizen Satisfaction Index System (CSIS) survey to 150 respondents in 28 randomly-selected barangays here last May 12 to June 2, 2015.
To present the CSIS survey result, DILG convened all city councilors, department heads, and civil society organizations for a Utilization Conference on the 2015 Citizen Satisfaction Index System Result at Camp Holiday and Recreation Resort, Barangay Kinawitnon last Nov. 9.
The survey revealed that the citizen’s awareness on the service delivery of the LGU is low particularly in agriculture support, tourism promotion, social welfare and support to education and other service areas.
The availment of services was fair indicating satisfactory performance of the LGU; citizens who availed of the services expressed fair to high satisfaction levels indicating services are satisfactorily delivered by the LGU.
The citizens also expressed very high degree of importance to the eight service areas suggesting premium value of the LGU programs and services for their personal or household needs.
City Agriculture Officer Engr. Ana Lea Zapanta was quite disappointed on the survey outcome citing the kind of respondents surveyed were not farmers yet accepted it as a challenge to further intensify their delivery of services.
City Social Welfare and Development Officer Abundia Lariosa was unhappy for having the lowest availment result of the survey, nonetheless, she was confident that their office had delivered enough of the services by looking into the records of recipients who availed their services.
City Vice Mayor Al David T. Uy expressed assurance to do the best they can to support the implementation of the Citizen Driven Priority Action Plan 2016 prepared by the offices concerned. These are the planned interventions to better the service delivery performance for the citizen’s satisfaction in government programs and services.
The respondents revealed positive attitude towards the local government for they can express grievances against the local government and its officials without fear of their safety.
There was also equal access to services of government of citizens be they rich or poor. The citizens were willing to recommend to their friends and relatives from other localities to transfer residence to the city.
