No major complaint vs cops: Napolcom 11

THE National Police Commission (Napolcom) 11 on Monday said their records would show that most of police personnel in the region are discipline­d. Napolcom-Davao assistant regional director lawyer Randy Babao, in an interview after Kapehan sa Dabaw at SM City, said their office seldom receive complaints against policemen here.

“I do not have the exact figures as of the moment, but as far as we are concerned hindi naman ganun kalaki ang mga complaints na nakakarati­ng sa aming tanggapan dito,” Babao said.

Babao said the office usually received complaints related to violation of the Republic Act 962 or The Violence Against Women and their Children (VAWC), specifical­ly the failure to provide financial aid to the family, and administra­tive complaints. They have no complaint yet on physical abuse.

There was a complaint against a policeman for allegedly stealing cash from an arrested drug suspect, but the evidence was not sufficient. Babao said the office immediatel­y investigat­es a complaint, and when there are grounds to file a case, they encourage the complainan­t to execute an affidavit.

“Now, if the evidence will warrant even without the complainan­t, we will push through with the case as the nominal complainan­t,” he said. After a formal investigat­ion, the office here will transmit the case to the central office and it is up to the Commission En Banc to decide what to do with the erring policeman. ICT
