Napolcom assures it will address cases vs erring cops

THE National Police Commission (Napolcom) 11 on Wednesday said the commission and the other police disciplina­ry offices guaranteed to resolve the backlog administra­tive cases filed against the erring police officers in the Davao Region.

Napolcom-Davao assistant regional director Randy Babao said the commission seldom receives complaints against the policemen in the region. He added that there are only four new complaints that have been filed to the office this year.

“What the commission has noted was the number of the pending cases from the previous years, which the office and the other police disciplina­ry offices have been trying to resolve and dispose. Ito yung tinututuka­n namin,” Babao said.

Record obtained from the Napolcom showed that there are still 197 pending/backlog cases, including the new cases, filed before the commission, People’s Law Enforcemen­t Board (PLEB), Police Regional Office (PRO) 11, Internal Affairs Service (IAS), The Office of the Ombudsman in Mindanao (OMB-Min) and the court.

Of the 197 backlog cases, 20 are in the PLEB, 60 in the PRO-11, 82 in the IAS-11, 25 in court, 10 in the OMB and four in the Napolcom-Davao. The commission noted 207 complaints as of August 2017 of which 197 are pending cases.

Napolcom-Davao Law Enforcemen­t and Evaluation officer Eugenio Carlo Tolentino said most of the policemen facing com-

plaints are the non-commission­ed officers (PNCO). The cases ranks from simple to grave misconduct, he added.

Babao said the commission usually received complaints related to violation of The Violence Against Women and their Children, specifical­ly the failure to provide financial aid to the family, and other administra­tive complaints. They have no complaint yet on physical abuse.

Data also showed that from January 2017 to August 2017, a total of 134 have already been disposed.

Tolentino said of the 134 cases disposed this year, there are those policemen who got suspended, others have been transferre­d to another office and/or city or municipali­ties, and there are those who were dismissed from the service.
