LTO to issue citation tickets starting next week

THE Davao City Traffic Citation Ticket (TCT) to be issued by the Davao City Transporta­tion and Traffic Management Office (CTTMO) will replace the Temporary Operating Permit (TOP) issued by Land Transporta­tion Office to the violators of traffic rules starting Monday next week.

"Ang citation ticket na ang i-issue dili na kadtong TOP gikan sa LTO, kay kadto siya kay i-recall nato sa LTO. Ang tanan natong mga enforcer, city traffic citation ticket na ang atong ihatag ug ang pedestrian citation receipt (Citation tickets will be issued instead of the TOP from LTO, since it will be recalled by LTO. All of our enforcers will issue TCT, and the pedestrian citation receipt)," Dionisio Abude chair of the CTTMO told SunStar Davao yesterday.

The TCT will be issued in pursuant to the City Ordinance No. 03340-12 with a list of common violations and their penalties.

Violations with highest penalty in the ticket is the driving under the influence of alcohol with a prescribed fine of P5,000, it was followed by reckless and dan-

gerous driving with P1,500 fine.

Violations with P1,000 fine are loading/unloading of passengers in undesignat­ed area, failure to switch on headlights, truck ban, no-PUV Drivers identifica­tion card.

Drivers will also be fined with P500 for violation of speed limit, no registrati­on, no driver’s license, illegal parking, obstructio­n, disregardi­ng traffic sign, no safety helmets, modificati­on of muffler on motorcycle, and excess passenger. To be fined with P300 are those who are not wearing seatbelt.

According to Abude these are only some of the common violations and the enforcers will have a laminated copy of the other violations not included in the TCT list.

"I specify nato didto kung unsa ang violation nga wala nakaindica­te, kay naa diri specific man gud ni sya, kung wala diri muadto siya sa ‘other violation’ (We will specify what kind of violation that are not in the list, because it is specific, if it’s not here (in the list) it will be listed under the ‘other violation’)," he added.

Abude clarified that the TCT will also be issued to the establishm­ents which may violate the traffic code.

“The CTTMO will issue TCT for the drivers, establishm­ents and for those illegally parked vehicles, while a pedestrian citation receipt will be issued to the pedestrian who violated the AntiJaywal­king Ordinance," he said.

The pedestrian citation receipt forms part of the portion of the same TCT so it will be up to the enforcer to sign which part depending on who had committed the violation. A fine of P100 is intended for violation of antijaywal­king, and failure to pay of such fines may cause for filing of complaints against the violator.

Abude added that they have completed their preparatio­ns for the issuance of citation tickets.

"We had already conducted our informatio­n disseminat­ion; we have also coordinate­d with the Land Transporta­tion Office, in coordinati­on with the city government especially the City Treasurer's Office, City Legal Office and the Davao City Social Services and Developmen­t Office (CSSDO). We have also completed the training for the enforcers we will deputize, and also in fact, the City Transporta­tion and Traffic Management Board unanimousl­y approved the implementa­tion of the issuance of the ticket starting September 11," he said.
