MANILA - National Capital Region Police Office (NCRPO) director Oscar Albayalde ordered on Wednesday, February 7, the relief of 18 police personnel from Muntinlupa and Pasay City police community precinct (PCP) - not 40 as police said earlier - after they were found either sleeping or having a drinking session while on duty.

Albayalde found the erring policemen when he conducted a surprise inspection at the Muntinlupa City PCP 4, PCP 8 in Maricaban, Pasay and Malibay, Pasay police station around 12 midnight.

Albayalde first inspected the Muntinlupa PCP 4 where he found its station commander Senior Inspector Mark Oyad and his men who were not in uniform having a drinking session.

“Well, ‘yung una nakita natin na naka-half uniform ‘yung tao natin, nag iinuman sa loob ng PCP dahil daw may birthday sa isa nilang tauhan (We found our men having a drinking session allegedly to celebrate someone’s birthday),” he said, adding that he did not buy such an explanation.

Albayalde then headed to the PCP 8 in Maricaban, Pasay where he saw its station commander Senior Inspector Ferdinand Duren and several of his men “sleeping soundly.”

“Talaga namang ‘yung PCP (police community precinct) commander naman ay tulog na tulog pati ‘yung tao niya. Tulog na PCP commander, tulog pa tao niya (The precinct commander was sleeping soundly. His men were asleep too),” he said.

Albayalde said the PCP 8 is the “most complained about” police station in the entire Metro Manila.

Albayalde also inspected the PCP in Malibay, Pasay where he found Senior Inspector John Glenn Siguan, the station commander, sleeping while on duty.

Albayalde said he ordered those personnel to report to his office adding that they will file administrative charges against them.

The NCRPO director also inspected checkpoints and other patrol operations of other police stations in southern Metro Manila.

“Sa Makati area ay napakaganda naman. ‘Yung mga tao ay nasa labas lahat at nagpapatrolya (In Makati, all our men were outside the station conducting patrols),” he said.
