City forms body for WTE facility

DAVAO City Mayor Sara Z. Duterte-Carpio created a committee that has been tasked to spearhead the establishm­ent of a waste-to-energy (WTE) facility in the city.

The WTE project is a collaborat­ion of the Philippine and Japanese government with Davao City as its planned beneficiar­y and site for the facility.

Under Executive Order No.18, the Project Management Team for the WTE facility project will be headed by assistant city administra­tor lawyer Tristan Dwight Domingo as the project manager, and assisted by engineer Elisa Madrazo as the assistant project manager.

Davao City expressed its interest for the waste management technology before the National Economic Developmen­t Agency (Neda) and applied for a grant from the Japanese Internatio­nal Cooperatio­n Agency (Jica) for the WTE facility.

In a study conducted by Jica in 2015 to 2016, it showed that it is viable for the city to have a WTE facility.

On March 20, the Japanese government signed

an Exchange of Notes granting the Philippine government 5.013 billion yen to fund the project in Davao City.

“As of the moment, the Japanese Government is waiting for the signing of the Agent Agreement between the Japanese Government and the Department of Finance,” Domingo said in a statement.

Once signed, Crown Agents, the assigned Japanese procuremen­t agent, will have to work with the Department of Finance in hiring legal, financial, and technical consultant­s for the project.

After such, another qualified firm or group will be designated for the WTE facility’s design, constructi­on, operation, and maintenanc­e.

An efficient waste management processes in the city is one of the ten priority agenda of Duterte-Carpio. GAD
