Starting February 3, the city government will require Individual offices and establishments to scan the DQR of the individuals entering their premises

STARTING February 3, 2021, all establishments and offices in Davao City must implement the scanning of the Safe Davao QR (DQR) code of all individuals entering their premises.

On Friday, January 22, Mayor Sara Duterte-Carpio issued and signed Executive Order (EO) No. 02, which provides the guidelines on the strict implementation of the DQR.

“Based on the pilot testing, the system can now function for the purpose it was developed, thus, mandatory implementation of its use can now proceed,” Duterte-Carpio said in her EO.

DQR is an electronic contact tracing and travel pass platform intended to be implemented for several purposes.

Section 2 of the EO requires all individual offices and establishments to scan the DQR of the individuals entering their premises or post their establishment DQR ready for scanning by individuals.

However, the city has also exempted offices and establishments that are not enclosed or are not inside a structure with a roof and walls from scanning DQR codes. This includes, for example, milk tea stall, ambulant vendor, lechon manok stand, sari-sari store, bakeshops, market (palengke) stall, etc.

Buildings that have several offices or stores inside -- like malls, hospitals, commercial complexes, etc. – are also exempted. However, the individual stores and offices inside the buildings will be responsible for scanning the DQR of their customers.

The local government also reminded establishments to scan the DQR of those leaving the premises of their establishments.

This is to determine the time period a certain individual stayed in a certain premise.

Based on data from the DQR website as of January 22, more than 2.1 million individuals have registered to the Safe Davao QR and 77,000 establishments listed.

According to the breakdown of individual registrations, 69.3-percent are city residents, while 30.7-percent are non-city residents, who are required to register for the DQR if they intend to go to the city for “essential” purposes.

In terms of daily scans by category, malls have the highest number of scanned DQRs with 27,019 as of 4 p.m. on January 22.

Meanwhile, in an advisory posted on DQR’s Facebook page on Friday, January 15, Dabawenyos who were exposed to a coronavirus-positive person will now be notified through a text message, as part of the pilot enforcement of the DQR.
