A NEW survey conducted by Publicus Asia Inc., a political management and lobbying firm, showed President Rody Duterte is the most loving, caring, solid and decisive among the five highest top officials in the country.

This only shows a president could be loving, caring, solid and decisive while cursing at the same time.

••• Publicus Asias’s “Pahayag” pilot survey tested the people’s perception on the top five officials and the top five most recent presidents on “Love, Care and Solidarity” index, and the “Decisivene­ss Index.”

The survey studied 1,500 respondent­s from key cities nationwide from Aug. 7 to 9.

President Duterte got 90 percent decisivene­ss rating, while Vice President Leni Robredo was at a far second with only five percent. Chief Justice Maria Lourdes Sereno, Senate President Aquilino Pimentel and Speaker Pantaleon Alvarez all got one percent.

••• The late president Corazon Aquino had the highest votes as loving leader at 38 percent, followed by Joseph Estrada with 27 percent, Fidel Ramos with 10 percent, Benigno Aquino III with nine percent and Gloria Macapagal-Arroyo with five percent.

Alas, Duterte, the man who did not want to become president of the Philippine­s, became the one with the highest rating in loving and caring.

He surpassed even the past presidents.

••• The survey said the top indicator of an official’s love for country is his projects for the poor, 56 percent; good services, 24 percent; delivery of promises to improve the country, 18 percent; outreach programs, 14 percent; and the removal of value added tax, 12 percent.

A caring president, it said, visits the wounded and condoles during calamities (93 percent); serves sincerely, looks for ways to serve and takes care of his health (92 percent) and respects the country’s symbols (91 percent).
