Angeles LGU gets ‘excellent’ anti-red tape compliance rating

ANGELES CITY - The city government here under the leadership of Mayor Edgardo Pamintuan has garnered an “excellent” final descriptiv­e rating from the Civil Service Commission (CSC) through its Anti-Red Tape Act Report Card Survey (ARTARCS) for the year 2016.

The “excellent” assessment is a reflection of the 91.85 percent numerical rating marking the outstandin­g customer service provided by the city in compliance with the Republic Act No. 9485 or the ARTA.

“This recognitio­n is a concrete manifestat­ion of our city’s thorough compliance with the standards set by the CSC in terms of the public’s perception

on the quality, efficiency, and adequacy of the services we are extending to the Angeleños,” said Pamintuan.

An “excellent” rating in the RCS means that the office has garnered a numerical rating of 90-100 and has passing marks in all of the RCS sub-areas.

On the core area of compliance to the provisions of ARTA, the city obtained a rating of 93.73 percent with passing grades in all sub areas: 83.14 percent for the posting of the Citizen’s Charter; 100 percent for anti-fixing initiative­s; 100 percent for wearing of identifica­tion cards or nameplates of service providers; 100 percent for the existence of a Public Assistance and Complaints Desk; and 100 percent for the observance of the “No Noon Break” Pol i cy.

A mark of 90.20 percent rates the overall client satisfacti­on in terms of overall service quality of the agency, and perception on physical setup and basic facilities of the office.

The mayor said that “the distinctio­n given by the CSC is a testament to the dedication and hardwork of the city government employees”.

The CSC conducted field evaluation and validation last year August 2 to 4, 2016. The recognitio­n was conferred to the city last September 4, 2017 at Taal Vista Hotel in Tagaytay City.

The ARTA aims to improve efficiency and transparen­cy in government with regard to the manner of transactin­g with the public by reducing bureaucrat­ic red tape, thus, preventing graft and corruption in all government agencies.— AC-CIO
