Mayor: CCTV footages to clear rob suspects School for PWDs opens in Masantol
MAGALANG — Mayor Malou Lacson expressed hopes that the closed circuit television (CCTV) footages they turned over recently to the National Bureau of Investigation (NBI) will clear two of her constituents that were accused of killing a farmer and his son in Concepcion Tarlac on August 12, 2017.
Lacson said that the CCTV footages were gathered by leaders of barangays San Pedro, San Nicolas, Santa Maria and Dolores to help the family of Bernard Nucup and Hernan Galang seek justice.
Nucup, 21, an employee of Lazada Online Shopping and Deals was killed during the purported hot pursuit operation conducted by the Concepcion police.
Galang on the other hand was charged in court for the killing of Jaime Baquing, 58, and Chody Baquing, 36, in Barangay San Nicolas Balas on August 12.
The mayor said relatives of Nucup and Galang sought the help of the NBI in Tarlac provi nce.
One of the four CCTV footages showed that the two were seen eating at a carinderia in Magalang town at around 7:00 am on August 12.
MASANTOL – Special children and persons with disabilities (PWDs) now have a formal facility to enhance their skills and knowledge as the local government here on Monday opened the Lingap at Lugud Learning Center.
The Lingap at Lugud Learning Center is an educational facility that will cater to the special needs of children with mild learning disabilities or profound cognitive impairment.
The local government teamed-up with North Manila Arts and Technology to facilitate the learning process of special students. North Manila Arts and Technology is a non-government organization that specializes in teaching special children.
Under the Lingap Lugud Learning Program, those enrolled will undergo a 12-day learning program that will expose them to proper interaction with other individuals during particular events and circulation of emotion, among others.
“We have four modules under the program. Basically, we will teach them how to mingle properly and control their emotions. A little reading and writing, and arts and crafts but we will focus more on the socialization,” said North Manila Arts and Crafts Managing Director Leng Nojadera.
She added that students who will participate in the programs first undergo assessment to classify
The other CCTV footages revealed that Nucup and Galang, on board a Lazada delivery van, were spotted passing by the three barangays.
“Although I did not see the police report prepared by the Concepcion police, the families of Nucup and Galang said that they were still in Magalang during the time when the killing of the Baquings was committed,” Lacson said in the vernacular.
“I am not sure if the NBI will use the CCTV to clear Galang’s name or file charges against the Concepcion policemen. But what is important for us and the family is to get Galang out of jail if they are really victims of mistaken identity,” she added.
Nucup’s relatives claimed that the suspects were victims of a “mistaken identity” case.
Nucup’s sister Bernadeth earlier claimed that the responding policemen made a big mistake by assuming that Bernard’s delivery van is the same vehicle that the suspects used in the robbery incident.
Nucup and Galang were wearing complete Lazada uniforms when they were assaulted by the policemen, according to Bernadeth, who disclosed that the official company cellphone issued to his brother was missing.
The Concepcion police earlier reported Nucup and Galang were among the three fleeing gunmen and that the third suspect was able to escape by running through the thick bush.
The gunmen were allegedly about to exit Concepcion when they were cornered by police operatives at Barangay Alfonso at around 11:00 am on board a white Hi Ace van (ADJ 2035).
Superintendent Miguel Guzman, Concepcion police chief, said in his report to Tarlac Police Provincial Director Senior Superintendent Ritchie Posadas that the three were involved in the slaying of the Baquings and the wounding of two others — Rustico Sevilla, 76, of Barangay Telebangca, and Marcelo Marcelo, 63, of Barangay Luisa, Magalang, at the Baquing residence.
Guzman also stated that at around 11:00 am, the three gunmen on board the Hi Ace van were about to be flagged down by his men in Barangay Alfonso when one among them shot at the policemen manning the checkpoint.
After a brief gunfight, Nucup was critically hit and Galang was nabbed but their companion was able to run away, according to the police.
Nucup and Galang were allegedly identified by several witnesses, including the sons of Jaime Baquing who saw the suspects enter the house.
Guzman’s report also stated that a .45 caliber pistol was recovered with six live ammunition from the delivery van.
