Gov’t HR officers oriented on Ruleson Appointmen­ts

CITY OF SAN FERNANDO – Some 60 human resource management officers (HRMOs) were recently oriented on the 2017 Omnibus Rules on Appointmen­ts (ORA) and Other Human Resource Actions (OHRA).

The 2017 ORA and OHRA were recently issued by the Civil Service Commission (CSC) to different bodies of government through Memorandum Circular No. 24, Series of 2017.

The orientatio­n, which aims to provide updates on various issuances on appointmen­ts and other human resource (HR) actions, was initiated by the Council of Human Resource Management Practition­ers (CHRMP) of Central Luzon.

Aside from this, it is the first orientatio­n for this particular memorandum circular issued by the CSC to be initiated all over the country.

The Department of Labor and Employment (DOLE) in the City of San Fernando, Pampanga, hosted and facilitate­d the two-day orientatio­n participat­ed by HRMOs from different national government agencies within the region.

DOLE Regional Director Atty. Ana Dione said that the orientatio­n serves a signaling tool in addressing issues concerning appointmen­t preparatio­n as well as HR actions in government service.

“In response to the changing needs in human resource management in government offices, there is an urgency to update and consolidat­e various issuances on appointmen­ts and other human resource actions to facilitate and simplify appointmen­t preparatio­n,” Dione explained.

CSC Pampanga Field Office Director Dulce Cochon was tapped as resource person in orienting HRMOs representi­ng 20 government agencies

from department­s, state universiti­es and colleges, and hospitals.

Dulce said the new circular takes precedence over Memorandum Circular No. 40, series of 1998, otherwise known as the “Revised Omnibus Rules on Appointmen­ts and Other Personnel Accounts.”

“Unlike the 14-ruled circular issued in 1998, the new Memorandum Circular issued this year has 17 rules which apply to employees appointed to first and second level positions, including executive/managerial positions who are not presidenti­al appointees, in the career service and those appointed to the non-career service,” Dulce expl ai ned.

The new rules cover General Policies on Appointmen­ts; Requiremen­t for Regular Appointmen­ts; Procedures in the Preparatio­n of Appointmen­ts; Employment Status, and Nature of Appointmen­t, and Other HR Actions.

Other rules include Probationa­ry Period; Effectivit­y and Submission of Appointmen­ts; Publicatio­n; Qualificat­ions Standards; Agency Merit Selection Plan and HR Merit Promotion and Selection Board; and Certain Modes of Separation.

The remaining rules, on the other hand are Disapprove­d/Invalidati­on and Recall of Approval/Validation of Appointmen­ts; Prohibitio­n; Responsibi­lities of the HRMO; Separabili­ty Clause; and Effectivit­y.

Various forms such as Personal Data Sheet (PDS), Position Descriptio­n Form, and Certificat­ion of Assumption to Duty, among others, concerning the new circular were also discussed by Dulce.

To conclude the orientatio­n, all HRMO-attendees underwent a series of workshops to ensure the proper implementa­tion of the new memorandum circular.— Jerry Borja/ DOLE-3 LCO
